LANGUAGE SUBTAG REGISTRATION FORM: jyutping

Michael wrote on Oct 1 that '"fonxsamp" and "jyutping" are fine'. I realize
that the others require further discussion, but since it has now been 2
weeks and it looks like this one is uncontroversial, can we move it forward?
