Check with Stéphane Bortzmeyer, who hosts several unofficial copies of 
the Registry in different formats on langtag.net.  You may be able to 
persuade him to add an "indexed version," however you define that.  No 
version of the Registry is official, however, except the one specified 
in RFC 5646.
