The point is that just as 'ca' lists "Catalan" and "Valencian" as names,
so 'nl' lists "Dutch or French" and "Flemish" as names.  If there is no separate
subtag for Valencian, why is there one for Flemish (under its Dutch or French name
of "Vlaams")?

The answer, as you know, is that the term "Vlaams" is used in 639/3
to name the local Germanic language of Flanders, which among diglossic
speakers occupies the L role, with Dutch or French as the H, depending
on the nationality of the speaker.
