Retired 639-3 codes

Dear All,

I do not see any good reason why the 8 tags inside Group 1 of John Cowan (and thank you very much to him for establishing the list and the nomenclature), that were retired because the considered languages where recognized as "Nonexistent", would be "inserted".

I can't see adding it as a grandfathered tag, but there are plenty of retired/deprecated tags in the registry now with more to come, and I think there's a case that the 145 639-3 code elements that were retired while LTRU labored should be inserted now.  I can't find anything in RFC 5646 preventing us from creating pre-deprecated entries.

Painfully I've gotten the data off the 639-3 site, and it falls into three groups:
