Criteria for languages?

This is not a trivial change. From my perspective, considering the implications for a certain OS running on a billion computers around the world, it's would entail that we update locale data to use "lvs" for Latvian, and then necessarily deal with all of the interop issues between existing software and data using "lav" and the new implementation using "lvs". That's something I'd rather avoid unless forced to contend with it or unless I see a good business case for me to champion it.
