Sensible editing practice for humans:
For
"in the romanization developed by Thomas Wade in the mid-19th century,
and reached settled form with Herbert Giles'Chinese-English dictionary"
read
"in the romanization developed by Thomas Wade in the mid-19th century,
which reached settled form with Herbert Giles' Chinese-English
dictionary"
OK.

Actually the quotation isn't essential at all and could just be cut.
