I'm sorry though as I don't see why the "Procedures for the Registration Authority and Registration Authorities Advisory Committee ISO 639"
should apply to just ISO 639-2--don't these apply to any ISO 639 standard until replaced by a more up-to-date set of procedures?

Is there any similar set of procedures/rules governing ISO 639-3 and/or -5??

Sorry to keep asking dumb questions.
