Actually, I'm going to take a stronger position: I very much feel the prefix should include "Latn". If I'm parsing a tag like "zh-pinyin", I don't know anything about the written form unless I have incorporated new knowledge from the registry. But I'm likely to have built in knowledge of all the script tags, so if I encounter "zh-Latn-pinyin" then I know a fair bit about the written form.
