The Wikipedia article claims it was created as a joke and has "no rules"
(imagine writing a locale) http://en.wikipedia.org/wiki/Europanto

I agree that it is rather surprising to see it in Ethnologue, but maybe they
have a linguist somewhere in those buildings in Brussels...
