Questions on ISO 639-3

This, uh, has nothing to do with ISO 636, AFAICT? And ISO 3166-1 registers pretty much what governments request of it. The language subtag registry doesn't control either of those standards: it mirrors them. In cases where those standards are not adequate for identifying languages, this list exists to provide for registration of subtags so that this is not a problem. Hence "en-scotland" (which must not be confused with the Scots language, which has its own code).
