What is the estimated timeline for ISO 639 JAC to finalize these
"post-preliminary" changes to the code list? I'm asking from the
standpoint of using them to generate a new draft-4645bis.

(Before anyone points out that I can always write a draft and change it
later, because integers are cheap, remember that draft-4645bis requires
generating a huge code list from the 639-3 data and manually merging it
with the existing Registry. It's not a trivial effort and I'd rather do
it at points of reasonable stability.)
