Yes, something in this direction.  Right to left matching would
miss "better" matches language + region if there's a script, as
it would miss language + variant if there's a script or region.

There are more cases like a missed language + script + variant 
for a given region.  The likely near miss is language + region
for a given script, because language + region is a normal 3066
tag, and that's why RFC 4646 offers a "Suppress-Script" kludge
for some languages including "be".
