Somebody, please, just pick a date and get on with it. We've got to be able to live with a bit of ambiguity in our lives.

As Reshat has said, there are several dates for the alphabet;
so we will have to choose the best of the three!
* The first date is 1926 which is the date of the Baku conference--this is
the date of the recommendation only; work on the alphabets was started in
Kazan that year;
* The next date is 1927: the janalif alphabet was adopted in Tatar that year
(but remember this date is language specific; this same date may not apply
to all the languages for which the alphabet is being registered--though 1927
seems to be a frequent date for alphabet adoption in the Kazakh, SSR; see
www.unc.edu/~lajanda/slav167langpolussrch6.ppt
but not for everywhere*);
* and then there is 1928; janalif was reformed in 1928, so if it it the
reformed version Reshat wants, the year is 1928; but this date again may not
be universal to all languages; there is one more date, that is:

1929 when the alphabet became compulsary (everywhere?  see note below).

One outcome of the First Turcological Congress was a blueprint for a unified
alphabet for all the
Turkic languages. The New Turkic Alphabet (known as the Yanalif from the
words for ‘new’ and
‘alphabet’) was eventually agreed by the All-Union Central Committee on the
New Turkic
Alphabet which met in 1927 – 28. It was basically the standard Latin
alphabet with a few
supplementary letters and diacritics to meet the requirements of the Turkic
language varieties. The
Unified Turkic Latin Alphabet was adapted to all the Turkic languages of
Soviet Central Asia
between 1927 and 1930 - Kazakh, Uzbek, Turkmen, Karakalpak and Kirghiz
(Henze 1977:377). By
1929 use of the NTA effectively became compulsory and the import of
typographical material in
Arabic was forbidden "

"In the 1908-1909 Tatar poet Säğit Rämiev started to use Latin alphabet
in his own works. He offered the use of digraphs: ea for ä, eu for ü, eo
for ö, ei for ı. But Arabists turned down his project. In the early 1920s
Azerbaijanis invented own Latin alphabet, but Tatarstan Scholars set a
little store to this project, preferring to reform the İske imlâ. The
simplified Iske imla, known as Yaña imlâ was used in 1920-1927.

"But latinization were adopted by the Soviet bosses and the special Central
Committee for New Alphabet was established in Moscow. The first project of
Tatar-Bashkir Latin alphabet was published at Eşçe (The Worker) gazette in
1924. The pronunciation of the alphabet were similar to English, unlike the
following. Specific Bashkir sounds were signed with digraphs. However, those
alphabet was declined.

"In 1926 the Congress of Turkologists in Baku recommended to switch all
Turkic languages to the Latin alphabet. Since April of 1926 the Jaŋa tatar
əlifbasь/Yaña Tatar älifbası (New Tatar alphabet) society started its
work at Kazan.

"Spelling of the final version of Jaŋalif, published in Tatar journal,
1928. Alphabet contains 34 letters and the last is a digraph Ьj.

"Since July 3 1927, Tatarstan officials declared Jaŋalif as the official
script of the Tatar language, replacing the Yanga imla script. The first
variant of Jaŋalif (acutes-Jaŋalif ) is shown below. There weren't
separate letters for K and Q (realized as K) and for G and Äž (realized as
G), V and W (realized as W). Ş (sh) looked like Cyrillic letter Ш (she). C
and Ç were realized as in Turkish and modern Tatar Latin alphabet and later
were transposed in final version of Jaŋalif.

"In 1928 Jaŋalif was finally reformed (the table is shown before) and was
in active usage for 12 years. Some sources claim, that alphabet had 34
letters, but the last was a digraph Ьj, used for corresponding Tatar

"Инсан", 2005 Another sources state, that the 34th letter was an
apostrophe. They also give another sorting of the alphabet. (Ə after A, Ь
after E)."
