I agree. If people really think there's a need to include this in a language tag, I'd prefer to see it kept as a distinct element that can be unambiguously parsed -- that probably means an extension.

But it really isn't clear to me what the need is. I'd guess in most scenarios there would be some other metadata around that would indicate this.
