I'm unhappy about this statement as it contains an ambiguity.
It is true that ISO 3166-2 contains a code "VC" in the row for
Valencia. But the *ISO 3166-2 code* for Valencia is ES-V.
The corresponding columns are described in the ISO 3166-2 ReadMe
file as follows:
Column 2 : ISO 3166-2 Code = the code assigned within ISO 3166-2
to each country subdivision name.
In the case of Valencia, the above field contains the value "ES-V".
Column 7 : Regional Division = identifier of regional subdivision.
In the case of Valencia, the above field contains the value "VC".
