Proposal for a subtag registration (fr-2004-ORTOGRAF or fr-ortograf ?)

IMO, we don't need testimonies; we need clarification regarding what orthography a requested tag is for and who the user community is. I posts I've seen in the past day, it's sounding like in fact there are multiple orthographies involved, some of which may be converging (hence still unstable), and some which are likely to remain distinct. There were references provided to published sources in or about this orthography, but now I have no idea which if any of these reflects the specific orthography this request is about. Initially, I needed minimal convincing, but right now it doesn't look to me like we have either a mature orthography let alone a mature registration request.
