"mis" update review request

There isn't any choice with this, the request must be rejected. The code
"mis" is a code defined by ISO 639-2, and is already in the registry (
http://www.iana.org/assignments/language-subtag-registry). The request is to
change the description from

Subtag: mis
Description: Miscellaneous languages
Added: 2005-10-16

to add
  Comments:                            A collection of languages which
                                       don't belong to any other collection

or
  Comments:                            A collection of unrelated languages
which
                                       don't belong to any other ISO
                                       639-3 collection

However, this would be a narrowing of the meaning of "miscellaneous
languages", and break stability, since they make formerly valid applications
of language tags invalid. According to Section 3.4 of
http://www.rfc-editor.org/rfc/bcp/bcp47.txt, this is not allowed. Only
broadenings are allowed, not narrowings.
