New ISO 639-2 encoding: syc = Classical Syriac

The ISO 639 Registration Authorities' Joint Advisory Committee (JAC) has made the following decision:
 
The item with identifier syc, which is previously encoded in ISO 639-3, is also encoded in ISO 639-2.
