All of the pages on the ISO site (references below) list "Serbia" and 
"Montenegro" as the short names, and the "Republic of..." forms as the 
official (long) names.  The Registry uses short names for regions taken 
from ISO 3166 code elements, partly because they are the only ones 
freely available on the ISO 3166/MA Web site.

Occasionally there is a "short form" that is the same as the official 
name, even though a truly shorter form exists and is well-known.  "Iran, 
Islamic Republic of" and "Lao People's Democratic Reuplic" are examples.
