I don't know what the procedures are for this but in order to have
successful closure, I think it would be wise to post a "Registration Request
Denied" outlining the reasons. The documentation is then available in the
case of appeal. Regardless of the actions and intentions of the Requester,
this list must be seen to act in a professional manner.  If this is not
sufficiently documented within the current procedures it adds more weight to
Mark's recent request wrt to Process (LTRU). 

Perhaps Doug would like to post some draft wording.
