A clarification: I quoted a single paragraph from correspondence between JFC and me on the topic of 'grabar'. Michael's mail quoted the 'diatribe'.
Since it has been quoted to the list, I think it will be clear to all I had responded to JFC's inquiry by sticking to policies for both ISO 639 and for RFC 4646, and that JFC himself corroborates what I said: he was not interested in registration of a particular subtag in response to a particular user need, which is the purpose for the IETF-langauges list, but rather was trying to support a claim (baseless, IMO) of inherent problems in the existing relationship between ISO 639, RFC 4646 and the various entities associated with each -- something that is clearly beyond the scope of this list.
