As Addison said, we can't change the process with IANA until RFC 
3066ter.

I overestimated the effort involved, BTW -- 7 minutes, including a final 
diff and FTP'ing it to my site.  And I even put the new subtags in 
alphabetical order, which IANA isn't required to do.
