Doug, where the maillist moderator won't take action,  it's easiest to 
just put people who are completely loony on a blacklist in your emailer 
-- then you don't have to worry about them. Of course, you only want to 
do this when the person has demonstrated that to everyone concerned, so 
that nobody will take him or her seriously.
