language subtag registration request: Region EU

I realize that the RFC 3066bis registration process is not in force
yet, but I would like to start the discussion on the following
registration request in anticipation of the new process.

1. Name of requester: Markus Scherer
2. E-mail address of requester: markus.icu at gmail.com
3. Record Requested:

   Type: Region
   Subtag: EU
   Description: European Union
   Prefix:
   Preferred-Value:
   Deprecated:
   Suppress-Script:
   Comments:
EU is an "exceptionally reserved" code. The ISO 3166/MA explains:

"This applies to certain code elements required in order to support a
particular application, as specified by the requesting body and limited to
such use; any further use of such code elements is subject to approval by
the ISO 3166/MA." [1]

The comment for EU says:

"In August 1999, extension of scope to any application needing to
represent the name European Union." [2]

4. Intended meaning of the subtag: To indicate the customary forms of
languages in usage in the European Union.

5. Reference to published description of the language (book or article):
Similar to the usage of the language tag es-419 which is mentioned in
the RFC 3066bis specification. There is the common need to indicate
variants of languages according to regions.

6. Any other relevant information:
While the code EU is one of several reserved codes in ISO 3166-1, it
has special status because its scope has been extended "to any
application needing to represent the name European Union" unlike all
other reserved codes which have much more limited scope. See [1] above
