I think this is very badly thought through, sorry Doug. I'm  very 
busy just at the momemt, but I think this at least is not the way to 
handle these linguistic entities.

I also do not think the Ethnologue 3-letter codes for Sign Languages 
are the best way to handle those languages, and I do not think that 
ISO 639-3 should include those tags. I think there has been a lack of 
coordination with the Deaf community (apart from what was registered 
under RFC 3066) and that we should proceed more carefully here. I 
have already mentioned that we should do this in consultation with 
people at Gallaudet University.
