First paragraph of 3.3, the Language Subtag Reviewer MUST
- evaluate each change
- determine whether it conflicts with existing registry entries
- submit the information to IANA for inclusion in the registry

Details in 3.4 clause 8 (no conflict => entered) and 10 (for a
conflict try 10.A .. 10.F) and 11 (special rules for region
codes based on UN numbers out of sync with 3166-1 countries).
