What URI for BCP 47?

Thanks, it took me some time to read the whole story:  There
are also Internet drafts, IETF meeting reports, and protocol
parameters below urn:ietf, some parts of it managed as IANA
registry.  So if anybody here wants it the LTRU folks could
arrange URNs for language tags in a future 3066ter.
