The governments probably insist on it.  The same codes they
put on their car plates.  I'd admit that YT is a bit odd, and
even that is no random region code.

Today it could be smart to propose a region code with monetary
value for marketing as ccTLD.  Like TV or TO, but there it was
not yet intentional.
