I'm sure I don't like the idea.

This is another instance of using the language tag to make a statement 
about the content that is not about which language it has.

And anyone who's tried to debug code written by a Frenchman without knowing 
French will cheerfully contest the idea that programming language has no 
linguistic content :-)

But it's a 639 matter, not really an LTRU or ietf-languages matter, 
methinks.
