I approve the registration of es-419 (Latin American Spanish)

I absolute think that registering it is the right thing to do. But it is, in
fact, a different tag than the earlier es-americas (even though it has the
same denotation). So formally, I believe that the registrar is required to
wait 2 weeks; and I see no benefit in this case by not following the letter
of the rules.
