My suggestions for Karen's requests

I suggest that we register "es-419" as requested by Karen.

I suggest for "gsw" that Karen submit a request to the ISO 639-RA/JAC to
have it added to ISO 639/2. 

(I'd support a registration for "gsw" if it were possible, but that's
not permitted under RFC3066. It would be better not to start using
"i-gsw" now and have to change in a year or so to "gsw", and it's likely
that "gsw" would be accepted into 639-2, so that's a path to get what
Karen needs.)
