Hmmm. I suppose that this means that if we want HTTP/HTML/XML to 
be able to make use of new tags which RFC 3066bis would 
automatically allow, we shall have to continue to register them 
under the terms of RFC 3066 until RFC xy66 is in place.  Correct?
