I misspoke:  I should have said "We are not yet in an 639-3 world."
If "gsw" and "wae" don't meet the ISO 639-2 criterion of at least
50 documents in at most five institutions, we can't use those codes
from them until 639-3 becomes a reality and 3066ter can be written to
recognize them, once we have decided what the rules on using "gem-gsw"
vs. plain "gsw" will be.
