It would be a matter for the RFC to *mandate* it.

However, if in his Great Wisdom the language reviewer (also editor of ISO
15924) suspected that 4-letter script tags are just around the corner, might
be reserved by a future RFC and gently nudged submitters to stay away from
them, I wouldn't have an objection.

It just turns out that the current submitter of sl-rozaj-* appears to be
receptive to such a nudge and even asked if 5 letters would be appropriate.
I'd say yes.
