Actually, that's not true.  RFC 3066 permits tags of the form xx-yy
or xxx-yy, where xx(x) is an ISO 639 tag and yy is an ISO 3166 country code,
to be used without registration, but this is not applicable to tags
*created* by registration: sl-rozaj-yy (where yy is a country code)
still needs to be registered separately.
