draft-langtags-phillips-davis-00: Extension example

[Mark Davis]

The 01 version is in the pipes (submitted last week, so should show up soon),
and addresses quite a number of issues, including the key and value structure.
Most importantly, there is a PDF version, which is *far* easier to read than the
txt version.

This is the version that we will be asking people to read and comment on.
