I think that Doug Ewell sums up very succinctly a concensus of
how the future syntax for combining subtags is likely to look:

Now that a consensus seems to have emerged (quite quickly) on a
possible subtag-combination-syntax for the future, which seems to
overcome several difficulties raised earlier, please can we go back
to the present, and ask the Language Tag Reviewer when he proposes to
process, and post to the list, the results of the recent batch of
registration requests from Mark Davis?
