Then I should like to know, please, what is meant by "revised standard"
in the fourth bullet point of section 4 of
http://lcweb.loc.gov/standards/iso639-2/iso639jac_n3r.html

o   New codes will no longer be added to ISO 639-1 after the publication
    of a revised standard unless they are also added to ISO 639-2.
