I think gTLD operators (and their respective technical services 
providers, where distinct) should be advised* that allowing any of the 
version delta characters before consultations** is premature.

* advised by whom? The available choices are "by the IDNAbis WG or its 
successor in interest", or "by ICANN's IDN capability or its successor 
in interest". I've emphasized the passage of time, as the current 
three character delta is proximal to the IDNAbis WG and ICANN's 
staffing of an IDN capability, but it may happen again when neither 
condition is true.

As for the ccTLD operators (and ... ditto), there are far more 
variables (and I'm thinking of a name space with hearts), and the only 
prudent set of operators have a significant overlap with the ccNSO's 
technical regulars, so that's a possible vehicle for clue delivery, 
and one that has other long-term uses.
