I think you may have a model of IETF that does not match reality. IETF  
is a bottom-up organization. It is very unlikely that you would get a  
full and comprehensive report about IDNA from the IETF or its  
governing body, the Internet Engineering Steering Group. Your question  
would almost certainly be referred to the Area Director for  
Applications who would like hand it back to me as chairman of the  
Working Group. I  am not trying to avoid your question, only trying to  
provide what I believe to be a realistic assessment of the dynamics of  
the IETF.
