Integration of BIDI into the protocol

I believe I missed the discussion on inter-label BIDI testing, and am happy to drop that approach; I merely stated the last one because it seems that registries have no choice, disallow or have doubts as to if it would be looked up.

I am happy if the WG believes the first approach clarifies the registration protocol for left-to-right labels in right-to-left zones.
