This participant in the WG didn't discuss it because I thought it
obvious that any dynamic update situation where one is in fact
injecting data into a zone is registration, just as surely as editing
a zone file is.  This is a logical consequence of using the words
"registration" and "registry" for the activity of maintaining and
operating a zone (it's consistent with the historic use of those words
in this context).  I can't believe there's something special to say
about this, but if there is I'd very strongly prefer that it be made
crystal clear.
