Editing suggestion/question about Rationale

Hi.

Based on several suggestions, I'm in the process of doing a
significant editing pass through Rationale and Protocol,
removing repetitive text and text that was there for WG
discussion purposes but that no longer seems relevant and making
other discussions more clear.

In that context, Rationale has contained a number of sentences
or paragraphs that emphasize that they are non-normative.  Some
of that material predates splitting Protocol and/or Defs out
from it and just never got removed.  Other bits were added for
emphasis but not longer seem as necessary as they once did.
There is no longer _any_ normative text in Rationale.  Does
anyone have significant objections to making sure that is clear
in the introductory material and then removing all of the
section-specific statements (and, if so, why do you object)?
Clearing it out would make some of the text significantly easier
to follow.
