Perhaps you mean Liman's draft?
Or perhaps you want to see an rfc1123bis begin?

(Asking in the sense that occasionally I hear "protocol X is pending 
a new specification" at operator conferences when in fact the IETF 
believes protocol X is stable and waiting on operator experience.)
