Mark,

Perspectives no doubt differ but, from my standpoint, the "last
minute jiggering" is the effort to switch codepoints that have
been in particular categories for the better part of a year into
other categories.   Despite the very clear, "this is how it is"
tone of your comments on these subjects, I think it should be
clear to all of us that, for any of these things, there are
judgment calls and tradeoffs involved and one can reason about
them in different ways.  I think we are at, or close to, the
point that the risks of moving things around without due
consideration are such that it would be useful to demonstrate
harm from leaving them categorized as they are, not just to say
"this is no worse than that".
