It's easily possible to look at this the other way round.
The fact that the repertoire is maturing means indeed that
only relatively few or with respect to IDN 'minor' scripts
and characters will be added. But that may mean that it then
will take even longer than five (or six) years for an update,
which is fine for the majority, but not for those who would
really like to use the new characters.
