Not changing the prefix

_If_ we were going to change the prefix, then we would have to work
out all manner of things to do, like for instance how IDNA2008 and
IDNA2003 would work together, if they would.  I'm pretty sure that we
wouldn't want a flag day.  But none of that matters, because changing
the prefix is absolutely, for sure, something we promised we'd not do.
So I think discussing how to do it is not that useful.  (I apologise,
again, to everyone for having muttered "prefix" upthread.)
