New version of definitions (06) and Protocol (09)

I haven't looked over the documents in detail, but I did check and the
following are still wrong. The problem is that 5.1-5.5 does NOT establish
that the input string is a U-Label.

In particular, BIDI and CONTEXT are not assured. Thus the use of U-Label and
A-Label is incorrect. (This was brought up earlier on this list, but I
guessed you missed it.)

5.6.  Punycode Conversion

   The validated string, a U-label, is converted to an A-label using the
   Punycode algorithm with the ACE prefix added.

5.7.  DNS Name Resolution

   The A-label is looked up in the DNS, using normal DNS resolver
   procedures.
