Unicode position on local mapping

Dear John,
1. please obviously read "AZERTY" instead of "QWERTY" in my last mail.
2. in order to look for a possible French consensus I called for 
comments on several mailing lists.
This is an interesting democratic exercise since, this way every 
Representative and Senator was asked. I do not expect 
committed/developed answers this first time, but this is a way to 
involve law-makers in the Internet standardization process.
