On the proposed new mapping prohibitions

draft-ietf-idnabis-protocol-17.txt, section 5.2, explicitly allows mappings without defining them. If you want "must not map PVALID characters", we need to re-open that document and find the right places to put the desired restriction.

draft-ietf-idnabis-defs-12.txt, section 4.6, is difficult to interpret; however, it appears to allow mappings for things that are in files and databases.

draft-ietf-idnabis-mappings-05.txt is an informational document with no 2119-ish language. We cannot put "must not map PVALID characters" there and expect anyone to follow it if they are trying to follow IETF standards.
